Dear Friends,

Your response to my blog is very encouraging. I am moved by your warmth.

Its been quite some time now since I last wrote a post. Delayed monsoon had raised a lot of concerns. Rain delay paralyses many lives. Economy gets affected. Villages, farmers are put into trouble.

Finally, the rain gods smiled on us. They made us wait and tested our patience. But once monsoon arrived, there was greenery everywhere -- on the earth as well as in our souls. The anxiety ended, filling our hearts with happiness.

Friends, everybody loves rains. Even I do. I feel like sharing my childhood memories of rains with all of you.

I hail from a small village. After first showers, my father used to get 150-200 postcards from the post-office, sit for hours together writing letters to near and dear ones and share the excitement of monsoon. For him, arrival of monsoon was nothing less than a family celebration.

As a kid, I used to find this very puzzling. I always used to think: Why does he toil so hard to write letters when it has rained everywhere and even newspapers have written about it? As I grew older, I understood the importance of monsoon. I realised how it affected all and sundry -- trade, business, employment, agriculture, farmers, villages among others. This belief crystallised after I took over as the chief minister of Gujarat. Being at the helm, one realises what rains mean to economy and agriculture. Sometimes people ask me: Between God and rains, what would you seek? I would say, rains. Rains are like Gods blessings that make day-to-day life liveable.

Today, I understand why rains made my father so happy.

Friends, the Budget Session in the State Assembly has just ended. Many landmark decisions have been taken. I would particularly like to mention a couple of them as they would interest the youth. We have decided to come up with a "Childrens University" -- first of its kind in the world. Similarly, we are also coming up with a "Raksha Shakti University" , or Defence University, which will be popularly known as Police University. I hope these decisions would augur well for the future generations.

I love your vision and steps you take. My only worry that all the people in the Government do not think like you. They just want to continue with Babushahi.

Not enough has been written about this children University in media. They are just after cheap popularity.

You are doing great job. No question in that. Keep doing we are all with you and will support whenever our turn comes.

Please only one request. Ban use of plastic bags wherever it is not necessary. For example I am in USA here in most of the grocery stores and Food stores they give paper bag. I know it is tough to implement but I think you are right person to put my thought forward. I am doing my Phd in Pharmacology and Physiology. I planning to come back to India after finishing only because of you and work you have done in my motherland.

last couple of months I think why BJP is born?

If BJP is born for prospority of india and Indian people that we lost in salvery of british and other etcc...We lost our actual position of economic super power in the world.

for that our economic super power position, BJP is trying to get power in center. while trying for power, it so many times forget the main goal.

If BJP is truely born for economic super power of india and truely  for pride of indian then it hasn't wait to get power in center.

But what I think BJP has not to wait for power in center, and start to implement systems.

BJP has already power in so many states.
like GUJARAT, Chattis Gadh, Utarakhand, Madhya Pradesh, Karnataka, Bihar.

BJP has to implement its reform policy over these states like implemented in Gujarat. My sagestion is first implement 24x7 electricity in every corner of this states.

Also strenthen the road network,interlinking of rivers and other development activities and whatever implemented in gujarat implement to all states. Achive hiehgr level of agricultural growth rate as achived in gujarat. Its makes the big difference in across the India.

Don't wait to get power in center. Already BJP has power in itself.

But I still not understand why Advani miss this basic rule and do all the activity for entertaining people in election speeches. Center leadership of BJP has to take responsibity to implement all these activities in BJP ruled states. Center leadership of BJP has to understand this concept. And they has to do hardwork like modi has doing.

congress is not doing any hardwork. just roti ka tukda fek de ti hai logo ko. jese kisano ko 50000 caror ka waver de diya. vo kush ho gaya. usko pata hi nahi hai ki debt maf kar dene se jindgi bhar ke problem thode na solve hote hai. krushi ke related kitne sare problem hai uske ke liye system kaun implement karega. usko kaun dekhega. jisko pride ki samaj nahi ha vo log usko wat de deti hai. vo congress jit jati hai.

Congress kabhi hard work kar nahi sakti hai tum log karo.
BJP has to prove that this is the different party.

BJP is truely born for pride of india not for power. Power is the by product of all these activity.

you are scholar modiji, you have read many books and you are true representative of our society ( live since manu bhagawan).

all the plans that you and your government work out and implement will certainly benifit at ground and for years and years to come. and it will change lifestyle of gujarat for years to come for positive.

like 108 , we can have complete medical diagnostic centre in each and every MLA constituency , that runs with out giving cut to doctors ( so patients can use the facilities at less rates compare to private one).

also we should have a big RAM MANDIR COMPLEX in each and every MLA constituency attached with school , collage , management institute, engineering collage, sports centre, hospital , health awarness facilities etc.

The idea of 'Children's University' is great...wonder why no one thought about it. It is very necessary for grown ups to understand children as well as adults. Companies like Bharati have been engaging young mentors for their senior executives, so that they can think like adults.
Amongst your many visionary and ideas, Forensic University has already seen/tasted success, heartiest congratulations for that.
I would like look forward to developing more understanding of the concept of Childern's University, and hope to contribute something there.

Its nice to know that you still enjoy the rainfall. You are doing a great job. Please make at least school education compulsory for all the children across caste/religion line for the betterment of the society. And at the same time you can provide free books/uniform etc to actual poor children and not of some caste/religion. God has given brain to everyone so they should use it for studying and not in asking reservations. Please give special attention to girls educatoin and punish the parents who do not send their daughters to school. I am sure with determination and your firm ways of doing things you can and would do this.

Modiji,

its not enough for us to depend on rain gods.  You're the only administrator in the country who can reduce/eliminate our dependence on monsoon.  The Congress has done nothing for 60 years.  Please plan to bring water storage and distribution to drought hit areas by bringing the waters of various rivers to these regions.

Please dont wait any longer.  The effects of global warming may make Monsoon unpredictable in the years to come.

You were lucky this year.  You may not be lucky again.  If Monsoon fails Gujarat and India will pay a heavy price.

You can save Gujarat by spending the next year bringing water to all parts of gujarat.

Modiji,

one more point.  If the monsoon fails next year or anytime under your tenure, the media will not spare you.

You may have noticed how if a pigeon falls from a tree they blame you for it.  A drought will be put at your door step.  The political cost of a failed monsoon is many times greater for you than for a Congress CM.

The media is trying to destroy Shivraj Chauhan as well.  Every small incident is blown out of proportion.

But the good news is that if Gujarat is not dependent on Monsoons you will win credit across all parts of India as almost all states will suffer from drought over the next 4-5 years.  

I know you can turn the game on these Congress traitors and their stooges in the media.

It is an opportunity and I know only you can turn this piece of coal into a gold nugget.

Dear Mr. Modi
I was going through your recent writings in your blog.One thing struck me the most and that was children university and especially the words like first of its kind in the world. Well to know more about the concept i visited a few sites on the web and found some answers to questions which i was having in my mind but still there are many unanswered .My search took me to web site of various children universities in the different countries of the world and especially the one working in Mexico and one in England. After going through their philosophy behind this concept I appreciate your Idea of having such thing in your state. Actually I was going to write on your blog about one article which appeared in Times of India way back in 2004 with regard to dropout rate in primary schools in Gujarat and some such writings in the recents days also.In the article referred above the author has pointed out the reasons for dropout. One such reason is shortage of labour for agricultural activity where the school going children are considered useful.
I had read a book very recently where in the author has written about one experiment conducted by the teachers of a school to improve the attendance and performance of the students through extended hours at the school.Though the reason for the poor performance in this experiment was different as to those given in the article but the extended hours of teaching could be helpful in bringing down the absenteeism and dropout rate.As the students can be permitted to work in the fields withe parents and after that they could attend the school.The facility of mid day meal can be further supplemented by evening snacks.
The children University to my mind can also help in bring down the dropout rate to a considerable extent because of flexibility about attendance and gradation system. The students can also be encouraged to relate their learning experience with the working experience in the fields. This can be great motivational force to encourage the children and parents for further education.
This is a very good concept and can go a long way in improving literacy rate in the state.

              Glad to know about the arrival of Bhagwan Varuna in Gujarat and elsewhere in Bharat.

It is mentioned in our ancient lore that if the King rules as per the tenets of Dharma, then rains will arrive on time.

It is said that in that case there will be rains thrice in a month.

In Tamil literature it is mentioned as 'Maadam Mummaari Pozidal'
( Maadam- Month, Mum- short form of Moondru-three,Maari-Rains, Pozidal- downpour)

To extol a king poets used to mention that in his kingdom rains come down trice a month.

There is also an ancient literary saying that 'Maari alladu kaariyam andru' meaning that nothing will move if there are no rains.

Let there be bountiful crops in Gujarat and let the farmers and the people be happy!

I always admire your views and after going through your recent post where you described the significance of rains for all quarters of society,I remember a line said by some poet, " Jab barish hoti hai bahar, tu kuch risthe hai andar bhi". Inddep we are deeply associated with rain without there is no life. But it is also equally important to have enough water without total dependency on rain water in Gujarat. We have a very long coastal area and even sea water could be processed and used for drinking and agriculture purpose.

Being a LL.M student of Gujarat National Law University, I congratelate you for your initiative to establish "Childrens University" as well as "Raksha Shakti University" which is really an innovative idea and need of the hour. by this you have proved that, Gujarat is not only No.1 in generating revenues but will also be No.1 in generating best brains to serve the country and world at large.

પહેલા  વરસાદની  અસર  ગામ  અને  ગામના  માણસો  પર  કેવી  થતી   તેના  ખરા  દર્શન  તો   પહેલા  વરસાદ  વખતે   ગામમાં  ,ખાસ  કરીને  ગામડામાં ,હાજર  હોય  તો  જ  ખબર  પડે . રજાઓમાં   ૨ -૪  વખત   સ્કૂલ  ખુલતા  પહેલા  વરસાદ  આવેલ  અને   મને  એ  દ્રશ્ય  જોવાનો   લ્હાવો  મળેલ . પહેલા  વરસાદને  વધાવા  ગામડામાં  આખા  ગામના   બધાજ  બેગા  થઇ   ખાવાનું  ટોપલામાં  લઈને    ગાતા  ગાતા   ખેતરે  જઈને   સાથે   મળી  બધા  જમતા . મને  ઘણી  વાર  એમ  થાય  કે   આ  વરસાદના  આગમન  માટે  કે  વરસાદની  કૃપાથી  આ  લોકો  બધા  વેર  જેર  કે  મતભેદ  ભૂલી  વરસાદના  આગમનને  વધાવવા   એક  થયી  જતા !!!!. આ  હતી  વરસાદની  અસર .....આટલા  વર્ષો   ગુજરાત થી  દૂર  હોવા  છતાં   ચોમાસું  આવતા  તરત  જ   ગુજરાતમાં  વરસાદ  થયોકે  નહિ   તે  જોવા  સાંભળવા  અને  પેપરમાં  વાંચવા   કેવી  આતુરતા  હોય  તે  કદાચ  તમારા  પિતા  જેવાજ  સમજી  શકે. વરસાદ જ માણસ , પશુ,પંખી ને અને ધરતી ને  કહે છે કે  હવે બધું બરાબર  થઇ જશે. એમાંય  જ્યાં પાણી ની તકલીફ હોય એવી જગા એ વરસાદ થાય  કુવા ,તળાવ, સરોવર  છલકાઈ  જાય તેનો આનંદ થોડો વધારે હોય છે .

rain of village and rain of metro city having huge difference. and the enjoyment of rain in an antique heritage like VADNAGAR around 40 to 50 year ago would be definitely making you sensitive towards memories. our countries atmosphere is such a regular that on the basis of season's behaviour we can predict that which festival is going to come.

But I have a question in this regard:- What exactly is the difference between GujCOC and MCOCA? Why can you not implement MCOCA like the state of Delhi has done?

The proposal to establish a Defence University and Children's University is a welcome step.

But, I had a suggestions why not introduce defense studies as one of the electives at degree level as it has been done in Holkar College, Indore at B.Sc. level. Moreover most of the defence services examinations are held in English while we have no reservations why shouldn't all these examinations should also be in Hindi too. That apart why we not have community policing in Gujarat to begin with as it is done in the U.S. The scheme of community policing could really help us integrate communities to come to the mainstream.

As far as children university goes it goes a good step as today they make a major part of the population. I wish to know if you could look into option of elearning initiatives with the egram project you have started. Also, we can introduce m-learning, recently Tata Indicomm has started english speaking course through mobile.

Also I want you to help people coming from outside to gujarat to learn speak Gujarati as it will help remove the barriers of communication between the local people and get integrated while contributing to the development of the state.

              Your father's gesture of writing letters to his friends about the arrival of seasonal rains is typical of the great  culture epitomised by our elders.

Our elders used to say that rains are an auspicious sign and they signify prosperity.

They never worried about the small inconveniences that may be caused due to rains.

Because they always thought about the consequences of lack of rains on agriculture and scores of allied activities.

Rains during the 'Samprokshanam' (consecration) of Temples is considered very auspicious.

But nowadays our children are taught to sing 'Rain ,rain Go away' in Kindergartens!

     My comment on comment of NP (U.S.A.) written on 31/07/2009, I totally agrre with him that BJP is not only born for Power but also born for pride of Nation, Middle Class & Common People. And I am happy that most of leader of BJP came from Midlle or Lawer Class like u and done good job whatever they got chance. But I can't understand that why BJP and you are not able to handle MEDIA. Yes there might be byse by media but u must have to handle them politly. Freankly speaking I have not any hope by Congress because they only believe in PARIVARVAD & minority apeasement. The Deffination of secularism according to them is "majority ko gali do aur minority ko khush karo". PARIVARVAD, MINORITY APEASEMENT, RESERVATION & CORRUPTION these all things gifted by Conress to the Nation & common people of India. But there is not only mistake of congress & so called secularist media but also a mistake of prideless people like us. I believed that BJP was so different and above all these thing but I was wrong because BJP is going on a way of congress to try everything
to cameback in power that was not good. Actully there is also not mistake of BJP as there leader came from our soceity and leade represnt the soceity so "Leader vaisa hi hoga jaisa samaj hoga".
   so, I hope that BPJ not only try for comeback in power but also try to change a mindset of prideless soceity and prideless people. and I also hope from BJP that whatever chance they got & will get in future they shoud go in a constructive way like in GUJARAT they are going.They also have to go in constructive way in opposition party of arliament and their M.P. shoud improve parliament record in attendin and quiestioning in parliament.
    
   So,Constructive leader like u must have to come ahead and improve the image of party in people mind. Because I do not have any hope from Congress as their leader think that congress and they only born for ruling the nation at any cost. So I only have hope from BJP and leader like u.
so, BJP shoud not wait for come in power and then can do something for india. BJP is rulling Number of states and so many Municipality in a country so, BPJ have to implement their agenda and improve the system wherever BJP is rulling. BJP ruling states have to healthy competition between eachother in terms of growth and improvement of human development index.

Great decision Sir, the steps to introduce a police university would be overwhelmingly welcomed by the 5 crore + gujarat population. Being a non gujarat but staying all my life in Gujarat i have converted my self into a true gujarati and was always feeling that none of the Gujarati's including me have been in Army, Airforce or on border's fighting for the country.

This step taken by the Government is a step in right direction and would definately hail good in the long term future of the State.

honourable sir,i very much respect and am grateful to u for ur steps taken in a part of my country .i wish to bring ur attention towards another growing menace against INDIA  in the name of FAKE CURRENCY .many countries make thier own paper and dyes but in india we import dyes and paper from a foriegn  company .why dont BJP  and specifically you ,sir bring out this topic with ur strong and reputed voice i m sure that ur highly efficient administration will surely slow down this menace in atleast a part of INDIA .(p.s. installing FAKE CURRENCY DETECTION MACHINES at all public places can be one good step rest all is up to u sir)

WITH THE HELP OF SRI SRI RAVI-SHANKAR, YOGIC GURU RAMDEV, YOU CAN HELP BUILD ONE SUCH VEDIC CITY in GUJARAT on the BANKS OF LAKE OR RIVER.

THIS WILL BE AN ULTIMATE GOAL FOR RETIREMENT LIFE FOR NRIs/CITIZENS OF INDIA/ and a research for HINDU VEDIC SCIENCE in GUJARAT. (IF one such is already there in Gujarat, forgive me for I dont know about if)

IN YOUR GOVT Administration, please propose one such "VEDIC CITY" on a 1000 x 1000 acre land.

i am a gujarati and i appreciate whole heartedly your untiring efforts to make gujarat prosperous, mafia free,safe from terrorists, literate, energy surplus ,narmada dam to free the farmers from dependency on rains etc.
but sir i would like to give you a few suggestions
a. sir you lack good think-tanks(group of individuals who are capable of thinking, planning and with their wisdom and experience, efficiently  and judiciously implementing the plans).if you have such think-tanks of such individuals( who may NOT be from your party,may NOT be an IAS officer, may NOT possess big degrees from distinguished universities, ) who possess qualities of intelligence, clear thinking, experience and the wisdom that comes to an intelligent person with it, who are industrious and having the gut and capabilites of implementation. it is difficult to find all these qualities in a single individual hence think-tanks.
b.in the next vidhan- sabha polls to revise your poll strategy from giant sabhas to door to door campaigning,highlighting your achievements( you can boast of many)to the illiterate masses who are ill equipped to see for themselves, good governance.
c.the changes that  mr. sibbal is trying to bring about in education system, will prove to be cosmetic only, since he has not tried to look deeper in to the reasons for school drop outs, suicides,stress and depression, despite possessing big degrees inadequate skills etc .
sir, i hereby give you a few ideas
to prevent school drop outs give children in primary schools  a nourishing mid-day meal(if the funds are inadequate can ask for donations from wealthy gujaratis, the govt can also utilize the services of the agricutaral experts to cultivate on the lands lying unused with the government)  to root out corruption from the scheme, make it centrally controlled like 108 ambulance services out source it.
it is the quality of the teaching that ultimately decides the skills accquried by the student.
overhaul the syllabus so that it becomes absorbing  infomative as well as develops the faculties of logical thinking, imagination and helps accquire skills for any particular age group.(learning should be fun)
if  quality teachers are not available,resort to tele teaching and put the children in the care of a caring person rather than an ill-tempered ,uncaring and inefficient  "teacher".every person desirous of taking a  teaching job should be psychologicaly profiled to prevent individuals with sdistic streaks or other mental aberrations gaining access to vulnerable and helpless children.
computetize the examination system, and make it such that it assesses the capability of an individual to apply the knowledge rather than memorize it.(this will root out corruption and exploitation from the assessment area ref. patan rape case, and put an end to tota- pandits ruling every where).
a strict law against ragging. make it an unbailable offence.
in the technical colleges through tele teaching take the services from professors from various reputed foreign universities.
sir you have been a trend setter in many areas viz.108 ambulance services, 24 hrs electrcity,putting behind bars perpetrators of a terrorist attack etc. if you implement the above suggestions ,you will be a trend setter again and others will evevtually follow as they have done in the past but you will need a very strong think-tank(an army) to implement it.

Education (translated from my poem in Hindi)

Freed from tuition and coaching

Dear Mr.CM,

Namaskar and Jai Jai Garvi Gujarat.
I am a true blue Gujarati living in the US for little over seven years now and wish to come back to India at the end of 2009.
I would like to congratulate you and your team on many accomplishments of government during past eight years.I aspire to join active politics and contribute to the society in what ever way I can when I get back to India.
Recent municipal election in Junagadh and Loksabha poll results specially in Saurashtra shows that there is increasingly more frustration with the governance in these areas and probably you may be aware of those by now.Development has not reached to where it should reach.BJP needs to do some soul searching and accept pitfalls.Your upcoming district "jan sampark abhiyaan" is a welcome step. Better late than never. Please look for dedicated educated youth to be given priority in BJP than any caste equation like KHAM etc.
Also another thing worrisome is traffic rules on the roads of metro and small cities. Nobody wears helmets on two wheelers any more (Is that law repelled?).I would think that all the municipalities   should on priority basis put traffic lights at each junction that will be very very useful before undertaking any other developmental work.
Also people ,still for their civic responsibilities and rights, rely mostly upon inputs from news papers and are not awakened enough. I believe more stress upon constitution,rights and duties need to be included in education at secondary and higher secondary level.
Once again these are my humble observations and I know implementation is not easy but not impossible also under your able leadership.
Please also let me know how can I actively involve with BJP.

I am submitting reports regarding how China faced and controlled over 2400 Swine Flu cases.

If you thought India with 20 deaths of swine flu is panicking, consider how China with over 2,400 cases and no deaths is attacking the virus. Unlike any affected nation, and more aggressively than the administrations in Pune and Mumbai, China controversially quarantined a few thousand suspected swine flu cases -- including the mayor of New Orleans, USA, and his wife, in June.

Since May, medical crew wearing containment suits and brandishing thermometers have picked up foreign and Chinese nationals from airplanes and airports, or bundled them into isolation after midnight knocks at homes and hotels. Healthy passengers seated near infected patients were also dispatched to wards or hotels patrolled by masked guards, with no access to consular visitors.

Meal trays were left outside patients' doors. Chinese health officials claimed that the mass quarantine would slowdown the spread of the virus until the right vaccine was ready.

The strategy sparked diplomatic rows but Chinese officials say they managed to avoid fatalities in a nation of 1.3 billion people because of such measures. "We still can't explain why the same virus can cause death rates to vary so greatly across countries," Vivian Tan, spokesperson of the World Health Organisation in Beijing, told the Hindustan Times.

But the only Chinese swine flu patient who died was killed by accidental electrocution in a hospital toilet last month during quarantine. The majority of China's confirmed swine flu cases have recovered.

The first critical case was announced only as recently as Thursday when a boy (170 slipped into coma in southern Guangzhou. "A few schools were closed in some cities, but there was no cause for an across-the-board school closure as the school term was coming to an end," said Tan, who called China's preparedness "impressive".

"From the start, there was high-level commitment to fighting H1N1 with both the premier and the president stressing that this was top priority and not just a health problem," Tan said.
